Rename tier_level to be min_staff_tier_level and add in a max column to hold...

Rename tier_level to be min_staff_tier_level and add in a max column to hold the max of the tier price range

This adds in a new column max_staff_tier_level and renames the current one to be min_staff_tier_level so that we can create records that are min20 but have no maximum level
