Move the scanning of Email addresses for org contacts into api

@oceanchen @edsel there are two parts of this

  1. moving the filtering on email address into the API layer rather than in php
  2. Limiting to just where the primary email address nsw-xxxx@elists.greens.org.au for the e-list which is the naming convention for NSW e-lists on the national mailman instance
